Past Legislation
In 2005, Alliance for Sustainable Colorado initiated a meeting with state legislators and the business and nonprofit communities to discuss collaborative opportunities. From this cross-sector partnership, Senate Bill 51 emerged and was enacted in 2007. This law requires buildings receiving 25% of their budget from state funds to meet high-performance green building standards.
In the 2008 legislative session, Alliance for Sustainable Colorado initiated and guided into law Senate Bill 147, which requires increased energy efficiency in affordable housing projects receiving state funds and will give the Department of the Personnel a tool for estimating regional fuel costs in projecting future energy expenses and savings over the life of a state-funded building.
In 2009, The Alliance for Sustainable Colorado worked in partnership with Neighborhood Electric Vehicle proponents and experts to promote Senate Bill 09-075 (CONCERNING THE OPERATION OF LOW-SPEED ELECTRIC SELF-PROPELLED VEHICLES ON PUBLIC RIGHTS-OF-WAY). Sponsored by Senator Schwartz and Representative Marostica, this legislation makes it easier for Colorado drivers to operate neighborhood electric vehicles on streets with a speed limit of up to 35 miles per hour and provides social, environmental and economic benefits in the process. In 2010, the Alliance for Sustainable Colorado initiated HB 1204 into law. Sponsored by Representative Soper and Senator Tochtrop, 1204 requires the plumbing code established by the state to include standards for water efficiency and conservation, water efficient fixtures and installation guidelines and the use of locally produced materials when practicable. The population of Colorado is expected to double by 2050 and we have the opportunity now to start conserving our precious resource-water. HB 1204 brings economic, environmental and social benefits to the residents of Colorado and we thank our partners in the conservation, building and green jobs communities for their support and expertise.
